A new version of ursa would be needed for Node.js 10.x compatibility. This PR creates a new version of ursa (0.10.0) that contains latest master contents with minor version updates in package.json to get rid of vulnerabilites being reported on npm install.
Who is maintaining this project in order to get a new build of ursa available in npm registry?

Node 0.12 build is failing because the mocha version is not supported by node 0.12. Mocha updated version is required to get rid of vulnerabilities (critical). I would just drop Node 0.12 support.
