This script manages the lifecycle of a Slicer topology, including creation, reservation, deployment, undeployment, unreservation, and deletion based on a specified YAML configuration.
Add topology specification YAML for testing.

Please move the slicer .py and .yaml files from the apstra/test_utils directory (go package stuff) to the scripts directory (CI stuff).

Updated topology information print statements and removed cleanup code.
Added environment variables for Terraform logging and improved deployment script with error handling and logging.
