added inclusion of the new IC.inc file at the end of this file
new file that contains ALL the IC on the map (both from province.csv and 00provincemods.inc), making it easier to edit IC ?
to make way for my own IC free file
file is from base 1.9.3 version, and is now IC free (transferred all ic to a new file)

based on the original 1.9.3 version (not "hotfix"), all ic changed to the IC.inc file in the kaiserreich scenario
copy pasted changes made by my IC free province.csv to see if there was any discrepancies, found none (other than no more IC, which is the point), so use of file met its end
changed all IC values modified in the last KR master update
added the recent changes to ressources made to this file in KR master by Maxian25
added most recent KR master changes, so that apart from IC, everything should be the same

Hello there,
So, i present to you the new IC file, where all IC are located, instead of being spread around in 00provincemods and province.csv; so far, only done it for the main campaign, might do it for the scenarios later.
Also, since i did it on a 1.9.2 ver, updated the concerned files to the most recent changes in KR master (so it should be okay)
