The Test ICD is hard-coded to report no support for RGB9E5 so the max_profile should reflect that in order to avoid weird corner-cases. This was found upstream and will eventually get downstreamed into the Vulkan version of max_profile, but we preemptively fix it in our own Vulkan SC version of max_profile
