Previously, a network outage during cmgr stats upload or xray initial user-config fetch would crash the process. Periodic loops should retry on the next tick instead of exiting. - cmgr: sync errors are logged and skipped; the next tick retries - xray: switch user-pool HTTP calls to retryablehttp; failed initial sync no longer aborts startup - drop pkg/xray/utils.go (no remaining callers) TODO left where dropped stats batches could be persisted and replayed.
