Vetting workflow feedback

Address several pieces of assorted feedback received after demonstrating the new vetting features.

1. A Scale has been added to the location map for recording location/GRTS cell
2. On the axes, KHZ -> kHz
3. Scrolling has been adjusted in the spectrogram sidebar
4. Submission status icons now have tool tips
5. Configuration is fully loaded before columns are adjusted for vetting

Reviewing commit-by-commit should be pretty smooth, as each of these items is addressed by only a single commit.
