[feat] add total trend and carbon law path, base meets paris based on these

✨ What’s Changed?

Base municipality meets paris KPI on total trend vs total carbon law path instead of bool value from API. This will later enable us to rank municipalities on how well they comply will the Paris goal, instead of just having it as true/false.

No changes visible to user tho.
