[codex] Hide blocked chat input and show message year

• FW-2295: Add year in chat message if the year is not the current year

Summary

• Hide the message composer when a one-to-one contact has blocked the current user.
• Reused composer show/hide helpers for blocked and disabled group states.
• Include the year in chat message timestamps when the message year differs from the current year.
