In the CI of this PR, ktf already has the ability to get detailed logs, right? |

What this PR does / why we need it:
Bump KTF version to continue on errors in
kubernetes get allandkubernetes describe allcommands since error may happen on resources disappearing during the cleanup phase when diagnostics is in process. Continue on errors to dump as much information as possible.Which issue this PR fixes
