New file overrides existing comprehensive Dependabot config

A more comprehensive .github/dependabot.yaml already exists with configurations for bun, cargo (targeting codex-rs directories specifically), devcontainers, docker, github-actions, and rust-toolchain. Since .github/dependabot.yml takes precedence over .github/dependabot.yaml, adding this simpler file effectively disables dependency tracking for most ecosystems and changes the cargo directory from codex-rs to /.
