Bootstraps reproducible Rust toolchain pin per audit: docs/governance/rust-toolchain-audit-2026-04-27.md.

Channel: stable. Components: rustfmt, clippy. Profile: minimal.

Part of org-wide rollout to 22 unpinned Rust repos. Existing nightly pins (AgilePlus, Apisync, HexaKit, pheno, PhenoLang, Stashly, Tasken) are preserved.
