NeoForge requires the builtin registry to be synced, or the stream codec will crash when encoding:

The PR added sync attribute to
ACTION_REGISTRY,ILLUSTRATION_REGISTRY, andLAYOUT_REGISTRYto allow using the mod with Sinytra Connector on 1.21+ NeoForge.
