test(admin, recurring): add AdminModule and RecurringModule test coverage

Adds unit test coverage for the recurring and admin modules.

Tests added

• recurring.test.ts — \executeAllDue()\ correct categorisation at scale, and \�mendRecurring()\ requiring at least one mutable field (test: add recurring.test.ts coverage for executeAllDue() — correct categorisation at scale #468, test: add recurring.test.ts coverage for amendRecurring() — at least one field required #469).
• admin.test.ts — \proposeAdmin(), \�cceptAdmin(), \getPendingAdmin()\ (test: add admin.test.ts coverage for proposeAdmin(), acceptAdmin(), and getPendingAdmin() #470), and \pause(), \unpause(), \setProtocolFee(), \dividendDistribute()\ (test: add admin.test.ts coverage for pause(), unpause(), setProtocolFee(), and dividendDistribute() #471).

Source changes

• \�mendRecurring()\ now throws \READ_ONLY_CLIENT\ when no keypair is available (previously a plain Error).
• Added the required \paused\ field to \RecurringRecord\ and \parseRecurringRecord().

All 42 tests pass.
