update deployment procedure

Following B2CA-1943 and B2CA-2457

• add .pre-commit-config.yaml and actionlint.yaml for local workflow enforcement
• replace npm deployment wf with reusable wf
• docker images are now published from jfrog orange
• remove python 3.9 from supported python versions
