Adds Moebian 6th Traitor Armor

About the PR

Added a uniform and set of armor for the traitorous Moebian 6th Regiment, unlocked at LvL 10

Why / Balance

Added as another item from the To Do list. No impact on balance, it is just a re-skin of flak armor.

Technical details

Sprites and YML for uniform, gloves, boots, mask, helmet, and torso; Loadout integration; Localization support for EN and RU languages.

Test plan

Build the server in Release mode, localhosted, and verified that all items appeared ingame and in loadout as expected.
