feat: add global calendar generate control

Summary

• add a workbench toolbar with a global Generate button that stays visible on every tab
• centralize the calendar generation handler/state so the shared button drives all updates without switching tabs
• adjust runtime status updates to coordinate with the new handler while leaving the active tab unchanged
