Description

Update the Crowdin README navigation sync workflow to run on pull requests to master instead of pushes to l10n_master, and tighten execution conditions so it only runs for trusted LizardByte-bot PRs from l10n_master in the same repository (or via manual dispatch). It also scopes concurrency per PR/ref and enables cancel-in-progress to avoid redundant runs.
