feat: add problem matcher and log downloader

Description

This PR adds an optional problem matcher and downloads log files from copr.

If there is a file named .github/matchers/copr-ci.json it will be applied to the logs.

Additionally, the cancel and download jobs have been moved to the build job which has the benefit of not showing skipped jobs on PRs.
