ci(tests): optimize formula tests

Description

This PR changes the tests.yml workflow to do the following:

1. check the syntax and platform detection in a separate job, reducing runner load especially in the event of a syntax error ... platform detection will create a smart matrix based on the requirements of the formula
2. Adds a conclusion job that we can use for branch protection rules
