Fixed critical bugs in MockRoutingService:

  1. Travel Time Calculation: Corrected the formula which was resulting in negligible travel times. Now uses 30km/h (2 min/km).
  2. Routing Logic: Changed from a start-location-centric assignment to an iterative nearest-neighbor approach. This ensures that the distance to the next job is calculated from the previous job's location, not the employee's home base.
  3. Availability: Added logic to respect CustomerAvailability windows. Jobs are now only assigned if they fit within the customer's specified time windows.

Added a new test file tests/test_mock_routing_regression.py to verify these fixes and prevent regression. Confirmed that existing tests in tests/services/test_routing.py still pass.
