Make ADR-v2-011 real: promote EMG from a push-to-talk trigger to a first-class command channel, and widen the activation seam so a decoder can express a word rather than only start/stop. Evidence base: docs/research/muscle-brain-control.md refs 13-28. LEAN BY DEFAULT is a hard constraint on every issue here - no new base dependency, no install-time model download, no eager import. A user who never enables these must not pay a byte.
