The M2 bottles still need a rebuild against both NTL and Python, but I can't figure out how to get cmake to recognize the new version of Eigen. I'll go ahead and merge this now for the factory bottles. A couple other changes to get factory to build:

No change since 1, but 1 was already uploaded but the "pr-pull" step failed since I tried modifying the workflow file in the same PR, which failed because of a permission issue.
