Fixes accumulated: (1) explicit --repos list of the 6 governed Crystal repos in the workflow YAML and as default in the script (no more accidental crystal-compta or scratch repos), (2) per-repo errors no longer abort the whole batch, (3) PR creation falls back without labels if the target repo lacks the canonical taxonomy.
