Adds `nl-NL.xml` with Dutch localization for DWMBlurGlass. Includes Dutch translations for the main UI, effect settings, blur method descriptions, symbol/configuration pages, and install/uninstall status messages. Keeps the existing XML key structure intact and uses the `nl-NL` locale with translator credit.
