Fourth alpha build of Gatality

We switched from Qt to RmlUi and the evaluator gained stability. Overall progress is moving along and a lot of work has been put in to facilitate further growth of the app.

This release adds support to view multiple circuits, integrate circuits into one another, gates that support multiple unique inputs, and much more!

First release build of the app to demo what it can already do. This only includes a windows build because... I'm on windows :D
Building for the other platforms is quite straightforward I heard, so that shouldn't be an issue if you are on MacOS or Linux.
To run the app, download the .zip, extract it, and run the executable inside.
