feat: add initial implementation of Github Roaster CLI 🎉
Introduced a new command-line tool to generate humorous roasts for GitHub users using their profile data.

• Added LICENSE file with MATCO-Open-Source License terms
• Created README.md with project details, features, and usage guidelines
• Implemented main.py to handle user inputs, fetch GitHub user data, and generate roasts using Pollinations.ai API
