Document Mbed-TLS/mbedtls-framework#129

Needs preceding PR: this technically can, but should not, be merged before Mbed-TLS/mbedtls-framework#129.

PR checklist

  • changelog not required because: test stuff only
  • development PR here
  • framework PR Log build steps in the outcome file mbedtls-framework#129
  • 3.6 PR TODO
  • 2.28 PR TODO (partial: this makes minor corrections to the documentation of features that already existed in 2.28)
  • tests not required because: doc only

Update some text from the early design that wasn't fully accurate.
