RFE Enhancements to Hex Notes

Stress test hex notes, as there are reports of it having issues appearing to all player. Add ability to set an on-map icon for a hex note. Add a way to create a hyperlink using a hex coord in the chat that focuses on or highlights a hex.

The only notes that say put for me are the "everyone" category. "Same team" and "just me" either don't make the note or don't link it properly to the hex.
