Custom SPAs for Pilot Options are Only Loaded From customspa.xml, not the Campaign File

When right clicking on some lines in the personnel tab menu is not accessible.

Find Guymar Child in the personnel list (recommend sort by age, age 18). Right click menu for this char will not open. Opens fine for other characters. I have no guess as to the cause.

The root cause is due to the Strategos custom SPA, namely that we aren't loading it into PersonnelOptions during load.

I've been using that SPA for several versions now, and have not had issues porting it into each one. Are SPAs being handled differently in this release? Odd that it is affecting this character and not the one that actually has the SPA.

What do I need to do to fix the issue?

You will need to move over the customspa.xml file from data/universe from the previous version.

The appropriate info for the custom SPA is already in that file (attached here for reference), copied straight from the entry in the prior version

With those files implemented it is working fine for me.
