47.14 Scenario Templates - adding foot infantry to refinforcements reduces force deployment to 30 turns

The addition of foot infantry to a force which is deployed as 'Reinforcements' through the Scenario Template Generator reduces deployment time to 30 turns - regardless of any transports deployed or used.

To Reproduce:

1. Create Scenario using the Template Generator
2. Deploy Player Forces
3. Deploy Reinforcement forces - including infantry unit(s)
4. Start Game

A separate oddity there... there is no default portrait in your file system?

I was in process of importing/configuring a custom set of portraits during these screenshots.

Defaults (and the new portraits) were all working fine with this install and my custom set has since been imported without issue.
