Bad invention date on rotary AC2 ammo

From the attached 48.0 campaign file, go to the repair tab and select the "Parts Acquisition" button. Under the dialog it shows this:

The campaign date is early 3070, which is well past the introduction (invention) date. This may be related to variable tech level and use faction intro dates options in the Campaign settings Tech limits tab; if so, the message should be more descriptive i.e. "Not available from your faction".
