Mass Salvage does nothing if target mech has hip damage

Description

After playing AtB battles, if a mech has hip damage, nothing on it will be automatically salvaged when I do a mass salvage/repair.

If I repair the hip damage via "GM Mode > Edit Damage" in the Hanger screen, the salvage will work normally.

Here's a simple save game reproducing this issue.

It looks like shoulder/hip hits prevent mass stripping as well as mass repairs.

In the save game, I added 3 mechs. One with hip damage, one with shoulder, and one with none. I added a bunch of techs and astechs and set up a basic mass repair/salvage rule for them. I set all three mechs to strip, and activated mass repair/salvage.

This message appears in the log:
" 2 units had no actions performed because there were unfixable limbs and configured settings do not allow location repairs. "

My expectation is that if I set a mech to be stripped, activating mass repair/salvage on that mech should strip it with my settings.
