At the start of a 49.12 campaign, I have just a single vehicle present - it's a recovered Behemoth tank that is slowly being parted out. As part of the monthly expenses there is a charge for fuel, even though the tank is not crewed, not in active service, and basically a skeleton waiting on a last couple of components to be stripped.

Fuel consumption, and possible a few other recurring expenses like peacetime operating costs, should probably exclude units that have zero crew assigned to them, as well as units that are considered non-functional/salvage-only. Or at least provide a toggle in the Campaign Options to do so.
