Clean up data directory

The data directory is a mess, likely because numerous directories that should really be subdirectories of other directories are just sitting there. Its confusing to read and navigate through. A bunch of this seems to be directories that really should all reside in an AtB or Stratcon directory. Here are some of the offenders:

• mapgen - is this AtB?
• mapsetup - is this AtB?
• forcegenerator - is this AtB?
• scenariomodifiers - is this AtB?
• scenariotemplates - is this AtB?
• stratconbiomeddefinitions, stratconcontractdefinitions, stratconfacilities - this should have been in a stratcon directory from the beginning.
• terrainconditionodds - no idea what this is but it shouldn't live at the top level even if its the only thing in its class.

Also CamOpsContractData2.xml - this name is horrible and it just sits there all by its lonesome.

ForceGenerator files are used by MegaMek Create Random Army dialogs and should be seperate.

mapgen - Is used by the map generator

Agree all the Stratcon stuff should be centralized.

terrainconditionodds was recently added and my understanding covers all aspects of the suite.

Not 100% on the scenario files, think they are related to AtB/Stratcon

Modifiers and templates and their subfolders are mostly stratcon but there is one subfolder there titled legacy or something similar that has legacy scenarios that may be used by both stratcon and atb. Or they may be unused, as some atb scenarios are hard coded.

Terrainconditions was just added and I believe is customizable weather chances. It may be used by both AtB and SC.

it could be used by any scenario type. currently it is only setup for atb/stratcon ones.
