RFE: Add ToolTip Display Options to MHQ Options

There isn't a lot to this request, but I'd like to see mhq incorporate similar tooltip display options as mm.

Display duration in particular.

I tried to add this myself, but ran into a roadblock. So RFEing in the hope someone smarter than I can take a crack at it.

Really this is just part of a larger RFE to move MHQ to the MM-style Options system, which would let us leverage more stuff across all three projects... but which doesn't appear to actually be an RFE yet.
