MekHQ Stratcon: units are incorrectly being assigned as Primary verses Reinforcements

MekHQ 0.49.19.1

Java Version: 11.0.22

Description

The units are incorrectly being assigned as Primary versed Reinforcements. While playing MekHQ, I deployed a Lance to a location; where I found an encounter. I added a Lance as reinforcements. I went to the Briefing Room and pressed Start Game; when it created my game, the wrong lance was primary vs reinforcements.

Thinking back; there / four of us playing. There was an issue with one of the megamek settings, so we closed everything, reopened MekHQ, changed the game option, hit start again; then everyone rejoined megamek. wait, we definitely close megamek, but i'm not sure if we closed both megamek and hq.
