[RFE] Units added to TOE should use current default repair facility level

Brief Description of Enhancement *

Newly salvaged units go to Facility Basic when I'm on a garrison contract with a default of Factory Conditions.

It would be better if new units (purchased, added, or salvaged) were set to the current campaign default rather than Basic.
