GHC-internal part which is independent of Buck2 in buck-worker is moved to ghc-persistent-worker-plugin.
ghc-persistent-worker-plugin will keep having strictly minimal dep (only subset of ghc boot libraries are allowed), so that we can eventually pursue persistent worker as the upstream GHC feature.
