feat: add SEI network support in @metamask/bridge-controller

This PR is to adding SEI support in Bridge Controller

• Add SEI into constants ALLOWED_BRIDGE_CHAIN_IDS, SWAPS_TOKEN_OBJECT and NETWORK_TO_NAME_MAP
