Description
High-level enhancements to address navigation and findability issues as outlined in this doc.
Main changes include improving the home page context to enable users to choose the best product for their use case, and updating the top navigation with function-oriented dropdowns. Each product section has a fixed title bar so users can easily know what product section they're in at all times.
This is a branch off of #2045.
