refactor(MUSD-747): drop education-flag gating — stepper render is upstream

The ticket scope (MUSD-747) is purely the footer's scroll-driven
peek-and-hide animation. Stepper render condition is owned by upstream
onboarding logic and matches main: rendered unconditionally.

This reverts the hasSeenMusdConversionEducation gate introduced in
321996f and the follow-up animation-init plumbing in c90b11d and
35a6250. The footer animation logic is unchanged; only the
education-flag coupling is dropped.
