📝 Description
Adds the license file at the root of the monorepo - this license is the same across all packages and the root.
Splits the license files into individual APACHE-2 and MIT-0 license files.
🚀 Why?
Including the license at the root of the monorepo shows the license on the landing page of the repository in the github webapp.
🧪 How to Test?
When viewing the README, a tab should appear with LICENSE. Clicking this should show the license file.
