Bug: Peer dependency version mismatch breaks ESLint configuration

The upgrade to @metamask/eslint-config-typescript@15.0.0 introduces peer dependency conflicts. The new version requires @metamask/eslint-config@^15.0.0 but the project still uses ^12.0.0. It also requires eslint@^9.11.0 while the project uses ^8.56.0, and needs typescript-eslint@^8.39.0 and eslint-plugin-import-x@^4.3.0 which are missing entirely. The existing @typescript-eslint/eslint-plugin@^5.42.1 is incompatible with the new config's requirements. This will cause ESLint to fail or behave unexpectedly.
