Overview
Release prep for 31.0.0. Bumps the root monorepo version to 31.0.0 and updates the root CHANGELOG.md with the new release section and compare links.

Publishes patch/minor version increments for @metamask/7715-permission-types (0.7.0 → 0.8.0) and @metamask/delegation-core (2.2.0 → 2.3.0), updates their changelogs accordingly, and updates @metamask/smart-accounts-kit to depend on these new versions; yarn.lock is updated to reflect the new resolutions.
