PR Includes:

CLI: Added support for creating, updating, and closing the config.
Unit Tests: Covered the happy path across all functions.

TODO:

Implement dynamic fee updates.
Extend CLI to support dynamic fee configuration.
Enhance test coverage with additional edge cases.
