Delay the kickoff date for the webplat relnotes

  • Changed the time before Beta from 2 weeks to 1 week, to reduce the number of last-minute changes.
    • Previously, the process for web platform Beta relnotes kicked off 2 weeks before the expected Beta release. That gave enough time to work on the relnotes, but is risky because Chromium features move in and out of a certain milestone only a few days before that milestone goes Beta.
