Add documentation for new meeting policy - ExternalBotAccessMode

Policy name: ExternalBotAccessMode

What it does: Controls how external third-party automated bots and meeting assistants are handled when they attempt to join meetings, giving organizers intentional control over bot participation.

Possible values:

AllowAllBots – Don't detect bots; allow them to join meetings directly.
RequireApprovalWhenDetected – Route detected bots to the lobby and require approval before joining.
BlockDetectedBots – Block detected bots from joining meetings.

Default value: RequireApprovalWhenDetected
