fix(ci): repair Windows release upload and unpin first-release version

  • Set shell: bash on the release upload step so the backslash line-continuation works on Windows runners (PowerShell rejected --clobber as an unexpected token, breaking the Windows dtex binary upload while Linux succeeded).
  • Remove release-as: "0.1.0" now that the 0.1.0 release is cut; without this, release-please would keep pinning every release to 0.1.0.

fix(ci): single-line the release upload command

- Collapse the `gh release upload` step to a single line and drop
`shell: bash`, so the command runs under both PowerShell (Windows
default) and bash; supersedes the `shell: bash` workaround from #11,
which masked the bash-only backslash continuation.
