chore(ci): drop bootstrap-sha so first release has user-facing commits
bootstrap-sha; with it set to the pre-release HEAD, release-please found no user-facing commits in the bounded range and skipped opening the 0.1.0 release PR.release-as: "0.1.0"so the first release is 0.1.0; release-please will now see the historicalfeatcommits and force the version to 0.1.0.release-aswill be removed in a follow-up after the 0.1.0 release is cut.
