Previously, when the Provider was insolvent, updating payment streams was not possible, because it would attempt to charge the payment stream. Charging the payment stream was prohibited for insolvent providers, and this was enforced in the lower level function implementation. Now that checked was moved to the higher level extrinsics, therefore allowing charging payment streams when they are updated.
